Senate Bill Allowing Retail Pot Sales In D.C. Has Passed

After patiently waiting out the storm, Washington D.C., the epicenter of prohibition in the United States, is on the verge of becoming the first eastern region to tax and regulate marijuana in a manner similar to the alcohol industry.

In a showing of bipartisan support, the Senate Appropriations Committee put their seal of approval on a Financial Services bill earlier this week that removes the ban on retail pot shops in the District of Columbia, allowing the jurisdiction to move forward with legislation to establish a cannabis trade.

Although last year’s passing of Initiative 71 allows District residents to legally cultivate, possess, and transfer marijuana, the possibility of retail sales has been at a stand still for the past several months due to an amendment that was attached to a federal spending bill. However, this temporary sandbagging of an inevitable industry is in a state of creeping death, with the amendment set to expire at the end of September 2015.

Earlier this year, D.C. Councilmember David Grosso told HIGH TIMES that a retail pot market could be in action by mid or late 2016 if the majority leaders in the House and Senate decided to step up this year and prevent budget restrictions from being imposed against the District.

“If Congress lifts the rider in the next budget cycle and says that we can move forward with regulation, I believe the council would act expeditiously,” Grosso said. “We would probably move my bill [Marijuana Legalization and Regulation Act] on emergency basis to get it effective immediately. The ABRA [Alcoholic Beverage Regulation Administration] would get right into the process. But that’s all imperative on Congress stepping up for the people of the District of Columbia.”

After the Obama Administration released its 2016 budget plan, which included language that allows the District to proceed with regulated pot sales, Representative Andy Harris, the culprit responsible for sabotaging D.C.’s immediate potential for a cannabis trade, released a statement announcing that he has no plans to introduce another anti-pot amendment. Even with a recent House budget proposal seeking to restrict the District’s ability to get into the business of marijuana, the details surrounding this issue are expected to be negotiated in the city’s favor once the collective governance gathers to discuss federal funding in the next few months.

If the Financial Services bill becomes law, which is a distinct possibility in the face of decent odds, District lawmakers could immediately begin work on establishing legal sales.

Future’s Free L.A. Concert Cancelled Twice Due To Crowd

Fans of the rapper Future faced some concert chaos after the star changed venues three times because of big crowds.

Future’s planned free concert at The Roxy Theatre drew hundreds of fans that forced the closure of Sunset Boulevard between Doheny Drive and San Vicente Boulevard in West Hollywood Thursday afternoon.

The show, which was rescheduled to take place at the nearby House of Blues at 10 p.m., was canceled for a second time after someone set off two fire extinguishers and fans rushed the entrance.

The third time was the charm – the free performance finally happened at the Supperclub in Hollywood. The club reached capacity at midnight. No problems were reported, but that wasn’t the case earlier in the night.

Who Is Quentin Miller? The Backstory on Drake’s Alleged Ghostwriter



According to a tweet from Meek Mill’s late night rant, Toronto entertainer Drake’s ghostwriter is Quentin Miller. The Decatur, Georgia-bred rapper is one half of the duo WDNG Crshrs, well-known in Atlanta and works closely with one of Drake’s producers, Boi-1da. Allegations of Miller’s affiliation with Drake’s “October’s Very Own” label date back eight months. He supposedly began posting on Instagram from Drake’s personal studio and spending time in Toronto. All of that evidence has been deleted, although a picture of Miller and OVO’s Ryan Silverstein remains.

Quentin Miller raps about Drake’s If You’re Reading This It’s Too Late LP on his own solo mixtape, Hey! Thanks A Lot 2. Miller is credited on six of the tracks on IYRTITL’s Wikipedia page. He is also mentioned (by his initials only) in the handwritten liner notes for the Drake project, and in Zara Golden’s Fader write-up deciphering the release. Golden writes;

“QM” is Quentin Miller, a composer from Atlanta’

One Redditor wonders why Miller is credited at all. It seems strange to acknowledge a ghostwriter in Hip-Hop, but it happens often in Pop. Upon first listen, some Quentin Miller songs sound nothing like the latest from Drake while others sound very familiar. Miller is a Southern rapper who sings with an R&B tinge and likes using Autotune, so comparisons are easy. It’s very possible that he is is behind some of Drizzy’s recent work, especially considering his affiliation with producers Boi-1da and Ducko McFli and of course, Meek’s tweet. Wale Teams Up With First Lady Michelle Obama For ‘Reach Higher’ Initiative

Maybach Music Group artist Wale will join First Lady Michelle Obama at the White House this week for the 2015 Beating the Odds Summit. The Reach Higher initiative event will host more than 130 college-bound students from across the country in Washington, D.C.

Wale will perform for the students from urban, rural, foster, homeless and special-needs backgrounds who have overcome obstacles to make it to college. “The Matrimony” rapper is also set to take part in a panel moderated by E! News co-host Terrence Jenkins which will feature the FLOTUS, U.S. Secretary of Education Arne Duncan, and 1vyG co-founder Manuel Contreras.

“I’m beyond honored and grateful to be involved in the First Lady’s ‘Reach Higher’ initiative and to have the opportunity to sit down with her, as well as perform for the kids of D.C. I believe that the youth are the first step in creating a better country, so to be involved in a program that aims to enrich their lives is truly the greatest reward,” says Wale. “Having grown up in Washington, D.C., being invited to the White House by the First Lady is a dream come true. Birdman Sues JAY Z Over Lil Wayne

Birdman is going after Jay Z in court, claiming Jay is a failure at music streaming and is illegally using Lil Wayne to save his business.

Birdman’s company, Cash Money, is suing Tidal for streaming songs from Lil Wayne’s album ‘FWA’ … suing for $50 MILLION. Cash Money claims it has exclusive rights to Wayne’s music and Tidal is an illegal intermeddler.

The lawsuit, obtained by TMZ, gets nasty, with Cash Money claiming Jay Z’s fledgling company is now resorting to “a desperate and illegal attempt to save their struggling streaming service.”

According to the lawsuit, Tidal has claimed Cash Money does not have a exclusive lock on Wayne … Tidal claims Wayne specifically gave it the right to stream his music, in return for part ownership in the company.

Cash Money begs to differ, and the company quotes portions of its contract with Lil Wayne in the lawsuit. The contract specifically says Wayne does not have the power to license his music to anyone else.

And get this … Cash Money trashes Wayne’s ‘FWA’ album, saying it got “tepid reviews” and could hurt Cash Money’s attempts to exploit Wayne’s music.

‘Poppin’ Rapper Rico Richie Arrested On Drugs & Gun Charges (Thanks To Young Thug Investigation)

Rico Richie — whose song “Poppin” is blowing up — got busted by cops who weren’t even looking for him … they were investigating Young Thug and the Lil Wayne tour bus shooting.

Law enforcement sources tell TMZ … the rapper got busted in Atlanta on Wednesday for selling weed, and possession of firearms. According to Richie’s reps, the arrest went down in a recording studio … which happens to be the same studio where Young Thug shot his “Halftime” music video.

As we’ve reported … that music video is part of the indictment against the guy cops say shot up Wayne’s bus.

Richie’s peeps say the cops were investigating Thug, but instead found Richie with marijuana and 2 guns. Richie’s camp claim the drugs and guns weren’t his, but since he didn’t want to snitch … he “accepted responsibility.”

Positive spin: Richie’s an up and comer, and the Young Thug/Lil Wayne related arrest could give him street cred.

Reality: He has previous felonies, so he could be facing hard time in prison.

Funny case of wrong place, wrong time … unless you’re Richie.

Fetty Wap Named In Assault Investigation

“Trap Queen” rapper Fetty Wap and his boys jumped a store clerk and beat the hell out of him — maybe, possibly … according to the clerk who’s got cops hot on Fetty’s ass now.

Cops in Paramus, NJ tell us the 19-year-old Shop Rite clerk claims a female patron slapped him Friday night, and then her male friends jumped in and started whupping him in the middle of the store. TMZ obtained this video of the melee.

The clerk told cops he thought one of the male attackers was Fetty Wap, but admits he’s not positive it was the rapper because of all the commotion. He only suffered minor injuries and doesn’t want to press charges … but if cops can ID Fetty as one of the suspects, he could still be arrested.

Joaquín “El Chapo” Guzmán, the world’s most famous drug lord, escaped from a ­maximum-security prison in Mexico for the second time in his drug-running career, a spectacular breach of security that set off a wide-ranging manhunt early Sunday.

For the past year and a half, the leader of the Sinaloa cartel had been incarcerated in the Altiplano, a federal facility set amid farmland west of the capital that holds the top captured drug bosses and has been described as the country’s most impenetrable prison.

That changed late Saturday, when Guzmán slipped out of the prison through a rectangular opening in the shower area of his cell that led to a nearly mile-long tunnel running out of the prison, underneath rolling corn fields and cow pastures and ending at a small cinder-block house decorated with Christmas lights that residents say was built after Guzmán’s imprisonment.

“They say this is maximum security?” Luis Alberto Carmona, 32, a farmer who lives in a house overlooking the prison, said Sunday afternoon. “This is the national security of our country. They have the most dangerous criminals in there. . . . How could this happen?”

Chief Keef Wants To Hold Benefit Concert Over Killed Toddler, Gets Blasted By Chicago Activist As A Result

Chief Keef wants to hold a benefit concert for the family of a toddler struck and killed by a car that was fleeing from a shooting that killed another Chicago rapper, Marvin Carr, known as “Capo.” But the reaction from a Chicago priest is less than flattering.

Chief Keef’s spokesperson confirms he will hold the hologram benefit concert Friday in a Chicago neighborhood, but did not say where.

While the concert would be free, attendees would be encouraged to make donations to help the family of Dillan Harris, the 14-month-old boy who was struck and killed while on the sidewalk. The boy was in a stroller.

The rapper, whose legal name is Keith Cozart, told the Chicago Tribune he would appear via hologram from Beverly Hills, Calif., because of legal issues in Illinois.

Chief Keef said he also wants to start Stop the Violence Now Foundation to prevent violence in Chicago, according to the Tribune.

Priest Michael Pfleger, an activist to end violence in Chicago, responded with a post on Facebook [read it in full below].

Chisholm claims being called a ho subjected her to harassment and abuse in public and has severely damaged her reputation … and she wants $5,000,000 in damages.

Scarface Hospitalized For Unknown Condition

Geto Boys member Scarface suffered from an unspecified medical condition that forced the rapper to be hospitalized on June 30th. According to the Geto Boys’ Kickstarter – where the horrorcore trio of Willie D, Scarface and Bushwick Bill are raising money for their new LP Habeas Corpus – Scarface sought medical help following a concert in Albuquerque, New Mexico on June 29th; he entered a Houston, Texas hospital the next day. While the rapper’s exact condition has not yet been revealed, fellow Geto Boy Willie D asked fans to “say a prayer” for the ailing Scarface.

“I am not at liberty to speak on [Scarface’s] condition, and wouldn’t even if I was, as it is a private matter, but I will say that he is in good spirits, and sends his love to all who have supported him throughout his career, and personal life,” Willie D wrote in a Kickstarter update. “Although I’m his bandmate, I’m also a Scarface fan, so I know it’s hard for you guys not having details, but I will try to keep you updated as much as I can without invading his privacy. Thanks and say a prayer for my homey!”

A representative for the group tells Rolling Stone that the rapper has since been released from the hospital and is home resting.

Bobby Shmurda’s Girlfriend Caught Trying To Smuggle A Shank During Recent Visit

Bobby Shmurda has “Shmoney Danced” himself into trouble once again.

The “Hot Boy” rapper — who is already in jail facing massive gun and drug trafficking charges — was arrested on Rikers Island after his girlfriend was seen slipping him a shank during a visit, officials said Saturday.

The 20-year-old Shmurda, whose real name is Ackquille Pollard, was busted June 21 after a guard allegedly saw Kimberly Rousseau, 18, pull a black latex glove balloon wrapped in black electrical tape out of her bra and hand it to him. The guard opened the balloon and found a “sharpened metal object” according to a criminal complaint.

Shmurda, whose “Shmoney Dance” went viral online, and his gal pal were charged with promoting prison contraband.

He is currently being held on $2 million bail for allegedly being the “driving force” behind a violent street crew responsible for a number of shootings and drug sales.

DMX Arrested In New York For Unpaid Child Support

DMX is getting within shooting distance of a deck of cards populated by his mug shots, because he was arrested again Friday night.

Law enforcement sources tell TMZ, the rapper was en route to Radio City Music Hall where he was scheduled to perform when the New York City Sheriff’s deputies nabbed him for unpaid child support. Turns out there was a warrant for his arrest.

The law we know, he was being held in the back of a patrol car.

As for the concert, Masters of Ceremony, the show went on without him. It had plenty of other old school rappers to entertain the crowd.
